An investment is not at risk and when the terms of the investment contain a clause guaranteeing the return of the investment. If the actual investment is guaranteed in writing to not lose money, then this investment will not satisfy the actual risk requirement for EB-5.  in other words, redemption agreement or a guaranteed buy-back arrangement is not allowed.

Insurance is allowed.

As long as the investment is at risk, the alien investor can purchase insurance, from a third-party unrelated to the enterprise or the regional center, to protect the investment.
