Leading Or Critical Role For Organizations Or Establishments That Have A Distinguished Reputation
I. LEADING OR CRITICAL ROLE FOR ORGANIZATIONS OR ESTABLISHMENTS THAT HAVE A DISTINGUISHED REPUTATION
A. The Requirements
The person must prove that he or she played a sustained leading or critical role for an organization or establishment, and that the organization or establishment has a distinguished reputation nationally.
The person must show that his or her position is a leading or critical role for the entire organization. The Director at the Service Centers often looks at the title of the person to determine how important the person is to the organization. Leading roles include, being the president of at least an important part of an establishment; being the chief director of an important function of an organization; and being a leader of an important role for the organization. Generally, anyone not near the top of the hierarchy for the entire organization cannot meet this criterion.
The person must also submit evidence that the organization enjoys a distinguished reputation nationally. The organization must have a great reputation in at least two regions of the U.S. Playing a leading or critical role for a local business, for example, cannot satisfy this criterion.
Examples of successful fulfillment of this criterion include, being an important player in the Chinese National Women’s Softball team, In re Petitioner, WAC-02-161-51678 (AAO), and being the head chef at the Beijing Grand Hotel. In re Petitioner, (file number not released) (AAO)
B. Inadequate Evidence
Accomplishments made in non-critical roles are not relevant for this criterion, because those accomplishments by definition are not critical to the organization.
Also, mere participation or infrequent participation in the organization, are not enough to prove a leading or critical role.
C. Conclusion
When considering this criterion, a person must serve a position which, in and of itself, is a critical or leading role for an organization of distinguished reputation nationally.
